Joanne is an instructional technologist and evaluator by training, with experience in the private sector and, for 15 years, in higher education. She earned her Ph.D. in Instructional Technology from the University of Georgia, where her focus was instructional evaluation in apprenticeship contexts.
Before joining TELR, Joanne was founding director of the Learning Technology Service at North Carolina State University, where she helped standardize and expand instructional technology services to the campus. She also worked with the University System of Georgia, developing a replicable strategy for building inter-institutional online degree programs.
Joanne is currently chair of the CIC Learning Technologies group and sits on the Desire2Learn Large Institutions and Systems Advisory Board. She is active in Educause and the Educause Learning Initiative.
